Job Description
This Test Engineer position is for a government contract with the Veteran's Benefits Administration to test the Veterans Network (VETSNET) system. VETSNET has a 3-tier architecture with OLTP client applications that access an Oracle Database via a Tuxedo middleware interface and Utilities batch applications. Test engineers are responsible for the development of formal test artifacts, including test procedures and test scripts, performing execution of all formal tests, and documenting all defects identified during the testing process.  Test engineers will provide the Test Lead with weekly status reports detailing their accomplishments and labor expenditures on each test related activity.

The Test Engineer will work under the supervision of the Project Manager and the Test Lead while participating in the activities of engineering test solutions and developing test assets based upon customer requirements. These activities will consist of, but not limited to, estimating and planning test activities, developing, executing, documenting, maintaining, and archiving test assets. The Test Engineer will be responsible to:
- Participate in the engineering of test solutions based upon customer requirements. 
- Correctly interpret and consistently follow the Program's defined policies, processes, and procedures.
- Identify and document derived test requirements based upon customer specifications.
- Develop automated and manual procedures based upon derived requirements. 
- Execute automated and manual test procedures using commercially available test tools. 
- Participate in Design Reviews or other technical meetings as directed.
- Develop technical documentation detailing test requirements, test design parameters, test procedures, test plans, test result logs, test reports, and defect reports. 
- Ensure test documentation is well written, accurate, complete, and thorough.
- Communicate effectively in written and verbal form.
- Provide input to scheduling of test–related activities.
- Ensure the maintenance of test assets and documentation.
- Provide strategic and technical solutions to problems and issues.
- Lead the engineering of test solutions based upon customer requirements. 
- Develop plans and schedules for test–related activities.
- Develop test data.
- Provide the Test Leads with weekly status reports detailing their accomplishments.
- Participate in both formal and informal Peer Reviews as needed. 
- Perform other duties as assigned. 


Basic Required Qualifications and Skills:
- A BS from an accredited institution of higher learning in a Computer Science, Information Systems, Engineering, Business or other related discipline. Or 4 years equivalent work experience
- Minimum of 2 years of software testing experience.
- Experience and working knowledge of testing tools such as Rational Test Tools Suite 
- Experience and working knowledge of SQL, SQLPLUS and PL/SQL.
- Experience and working knowledge of automated testing techniques.
- Strong communication skills (verbal and written).
- This position requires the ability to successfully obtain & maintain a VA designated Moderate-Risk Background Investigation (BI) 

Desired Qualifications and Skills:
It is desirable that the candidate has the following qualifications:

- Knowledge and experience with CMMI Level 3 processes and process methodologies.
- Knowledge and experience with Rational Quality Management products.
